The Concord School District Board of Education is seeking to establish a relationship with a Bond Counsel to serve as an essential member of a bond financing team. Bond counsel renders an opinion on the validity of the bond offering, the security for the offering, and whether and to what extent interest on the bonds is exempt from income and other taxation. The opinion of bond counsel provides assurance both to issuers and to investors who purchase the bonds that all legal and tax requirements relevant to the matters covered by the opinion are met. The firm is expected to be knowledgeable of the District's financial operations, demographic and economic factors, and long-term capital program requirements. The firm must have experience with debt issuances for municipalities in the State of Missouri, specifically public schools.

Firms interested in being considered should reply with three (3) bound copies and one (1) electronic copy (.pdf format preferred).

Bound copies should be delivered in a sealed envelope marked "Request for Qualifications – Concordia R-2 Bond Counsel Services," to the District not later than 12 noon CST, on Friday, November 3, 2023. Proposals received after this date and time will not be accepted.
